Baltimore County Council District 3
A Vote for Haynes is a Vote for Progress

A Vote for Haynes is a Vote for Progress

My name is Tyrod Haynes, and I’m running to be your next Baltimore County Councilmember for District 3 because our community deserves leadership that listens, shows up, and delivers results.
I am a seminary college graduate with a Bachelor’s degree in Biblical Studies, and my faith is not just something I speak about—it is what grounds my life, my work, and my commitment to serve with integrity.
Before I ever served on a board or launched a petition, I worked with my hands. I’m a Retired Plasterer and a proud union member of Teamsters Local 237 out of New York. That experience shaped me. It taught me the value of hard work, fair wages, safe job sites, and what it means to stand in solidarity with working people. I don’t just talk about labor and economic dignity—I’ve lived it.
I believe in the power of community—not as a slogan, but as real work. I’ve served on the Baltimore County Democratic State Central Committee, the ROG Coordinating Council, the Owings Mills New Town Master Association, and my own homeowners association. I’m also a proud member of the NAACP, working with ACT-SO to uplift our young people, and I partner with environmental groups like CCAN, Blue Water Baltimore, Maryland League of Conservation Voters and Sierra club because climate justice is quality-of-life justice.
When this community speaks, I act.
When residents demanded a better grocery option at New Town Center, I launched a petition, gathered over 1,000 signatures, and I’m still fighting for healthy, accessible food for our families.
When safety concerns rose on New Town Boulevard, I worked with County leaders to get a new stop sign approved—because prevention saves lives.
And when public safety became a daily concern, I partnered directly with the Franklin Police Department to strengthen communication, trust, and community protection.
District 3 is at a crossroads. We are facing challenges with housing affordability, development, public safety, transportation, youth opportunity, and economic revitalization.
I’m not running to make empty promises. I’m running to continue the work I’ve already been doing—to make sure development works for residents, not just developers; to protect our neighborhoods; and to ensure that every voice in District 3 is heard.
District 3 deserves leadership that is present, prepared, and proven.
My name is Tyrod Haynes, and I’m ready to serve—because I already do.
Thank you, and let’s get to work.
Immigration, Public Safety, and Community Trust
Tyrod Haynes believes Baltimore County government must prioritize public safety, public health, and economic stability. County services should be accessible so residents feel safe seeking emergency medical care, contacting first responders, sending their children to school, and participating in daily life.
No. Immigration enforcement is a federal responsibility. Baltimore County’s role is to deliver county services lawfully and effectively while promoting community trust and cooperation.
When residents avoid hospitals, schools, or law enforcement due to fear, it creates risks that affect everyone. Public safety declines, public health outcomes worsen, and neighborhoods experience economic strain.
Public safety is strongest when residents cooperate with law enforcement and first responders. Trust improves reporting, response, and overall safety outcomes across the county.
Yes. Tyrod Haynes supports law enforcement and believes effective policing depends on trust, transparency, and clearly defined legal roles.
Fear reduces workforce participation, weakens small businesses, and limits economic activity. Stronger community engagement supports local commerce and neighborhood vitality—especially in District 3.
Legislation, oversight, and constituent engagement that strengthen public safety, public health, responsible development, and economic opportunity—within the authority of county government.
Baltimore County works best when residents can access essential services, contribute to the local economy, and engage with their community without fear—benefiting everyone.
Immigration enforcement is a federal matter. Any actions would be taken within the legal authority of Baltimore County government.

I’ve started a Petition for a New Grocery Store in the Former Giant Location – New Town/Owings Mills
We, the undersigned, stand together as members of the New Town and Owings Mills community to advocate for a new grocery store to fill the five-year vacancy at the former Giant location.
Our community is thriving, diverse, and growing — and it deserves businesses that enhance the quality of life for all residents. A full-service grocery store is not only a necessity but a vital investment in our health, economy, and well-being.
This petition demonstrates our unity and commitment to seeing this essential resource restored. We urge decision-makers and potential investors to recognize the strength and voices of this community.
Please sign below to show your support. Together, we stand for progress and access…

My mission is to harness our collective strength and vision to move Baltimore County forward, not just with words, but with action. As we continue to push back against extremism and the effects it has on our families and communities, we also have the opportunity to come back even stronger together, to forge a reality that will take back our communities and stop this present administration’s destruction of our country's ideals. (Liberty and Justice for all).
I'm committed to:

*Restoring trust in public leadership
I stand for:
*Collaboration over division
*Transparency over politics
